Washington International Arts Festival (WIAF) is a Washington, D.C.-based platform connecting youth performing arts, interdisciplinary education, cultural exchange, and international collaboration.
We bring together young artists, educators, arts institutions, cultural organizations, and international communities to create opportunities for artistic discovery, leadership development, and meaningful engagement.

We use the performing arts, cultural exchange, and interdisciplinary education to cultivate globally minded young people and strengthen cooperation across cultures.
By connecting artistic expression with leadership development and international learning, we create opportunities for young people to communicate across differences, broaden their perspectives, and contribute to an increasingly interconnected world.
We believe that the ability to collaborate across cultures, navigate complexity, and understand different perspectives is essential to leadership in the age of artificial intelligence and global interdependence.
Our mission extends beyond developing artistic talent. It is about preparing the next generation to engage thoughtfully with the world and participate in building a more connected future.

History & Development
From Cultural Exchange to a Global Arts Platform
WIAF builds on years of experience in youth arts education, international cultural exchange, performing arts programming, and institutional collaboration. The experience of our founding team and affiliated programs provides the foundation for WIAF's broader vision: connecting artistic excellence with education, leadership, and international opportunity.
2017–2019
Earlier International Cultural Exchange Experience
Earlier cultural exchange initiatives facilitated opportunities for approximately 1,500 international students to visit the United States and participate in educational and cultural experiences. These programs helped build a foundation in youth engagement, international learning, and cross-cultural interaction—experience that continues to inform the development of WIAF.
2023–2026
Expanded Cultural Connections
Across cultural exchange initiatives during this period, more than 200 Chinese American participants took part in programs involving cultural visits and exchange experiences in China. These experiences reinforced the value of direct engagement, shared learning, and opportunities for participants to explore their cultural connections from different perspectives.

International Performing Arts Programs
Connecting Artists, Audiences, and Cultural Institutions Our team’s program experience includes local cultural celebrations, international showcases, youth educational activities, and U.S. performance coordination and liaison work associated with China Arts and Entertainment Group productions. Selected activities include Lunar New Year cultural events, Asian American and Pacific Islander Heritage Month programming, international youth performing arts showcases, and North American touring coordination for major dance productions, including The Only Green (《只此青绿》) and Dongpo (《东坡》). These experiences reflect a continuing commitment to presenting diverse artistic traditions and creating opportunities for cultural engagement.
2026
WIAF Pilot
A New Platform Takes Shape in Washington, D.C. In 2026, WIAF launched its pilot competition, bringing together young performers, educators, families, and arts organizations across multiple disciplines. Developed within a focused preparation period, the pilot established an initial foundation for a broader platform connecting artistic evaluation, performance opportunities, youth development, and cultural engagement. The event demonstrated the potential to bring together diverse artistic disciplines and participating organizations while laying the groundwork for future programming. 79 Competition Entries Across dance, music, and theatre/speech. 180+ Participating Artists Recorded participants across the three disciplines. Approximately 500–600 Attendees An estimated audience of families, educators, supporters, and community members. The pilot also received messages of congratulations and recognition from cultural and community stakeholders.
2027 and Beyond
Building the Platform
A future direction for the platform: artistic development, youth opportunity, educational programs, cultural understanding, and meaningful cross-cultural collaboration. International partnerships remain subject to confirmation.

Arts, Cultural Diplomacy & Trust
Understanding Does Not Require Agreement.
In a world shaped by geopolitical complexity, cultural differences, technological change, and competing perspectives, the ability to communicate across differences has become increasingly important.
WIAF approaches the arts as a means of creating opportunities for dialogue and human connection. Through performances, educational experiences, and international exchange, people can encounter perspectives beyond their own, develop a deeper understanding of different cultural contexts, and explore areas of shared interest.
We do not assume that cultural understanding eliminates disagreement. Nor do we believe that appreciating another culture requires accepting every belief, policy, or social practice associated with it.
Instead, we believe meaningful exchange can help establish the conditions for respectful dialogue, mutual understanding, and practical cooperation—even when differences remain.
The Ideas That Inform Our Approch

Nye's work on soft power helps explain how attraction, values, and cultural influence can shape international relationships beyond coercion or material incentives.
For WIAF, the relevance lies in creating genuine opportunities for people to engage with cultures through artistic expression, shared experiences, and educational exchange.
CULTURAL DIPLOMACY AS EXCHANGE
Cultural diplomacy involves “the exchange of ideas, information, art and other aspects of culture among nations and their peoples in order to foster mutual understanding.”

This conception of cultural diplomacy emphasizes exchange between people and societies as a means of fostering mutual understanding.
WIAF translates this principle into practical experiences: young people learning together, artists sharing different traditions, educators exchanging perspectives, and institutions finding opportunities to collaborate.
Our approach is grounded in people-to-people engagement. We seek to complement—not replace—formal diplomacy by creating opportunities for cultural dialogue, relationship-building, and sustained cooperation.
